What Is Simpler Recycling?

Simpler Recycling introduces more consistent workplace recycling arrangements across England. The rules already apply to workplaces with ten or more full time equivalent employees. Micro firms received additional time to prepare and must comply by 31 March 2027.

According to the latest GOV.UK workplace recycling guidance, workplaces must separate three principal categories before collection:

  1. Dry recyclable materials
  2. Food waste
  3. Non recyclable waste, which is also known as residual waste

The rules cover waste produced by employees, customers and visitors. Therefore, businesses with public bins must also consider how they will separate the materials placed in them.

These requirements apply to waste that resembles household waste in its nature and composition. Other types of commercial waste may require different disposal arrangements.

Which Small Businesses Must Follow the Rules?

The requirements apply to businesses, charities and public sector organisations throughout England. The guidance lists many types of workplace, including:

  1. Offices
  2. Shops and other retail premises
  3. Cafés, restaurants, pubs and hotels

What Counts as a Micro Firm?

A micro firm has fewer than ten full time equivalent employees. In practical terms, a business with nine full time equivalent employees may use the later deadline. A business with exactly ten does not meet the definition.

The calculation relates to the business as a whole, rather than the number of people working at one premises. For example, a company operating three locations with five employees at each site has fifteen employees in total. It cannot count each location as a separate micro firm.

Part time employees count as a proportion based on their hours. In contrast, volunteers, contractors and self employed workers do not count towards the total.

Micro firms do not need to register or apply for the temporary exemption. Nevertheless, they must have suitable arrangements in place by 31 March 2027.

What Waste Must My Business Separate?

Dry recyclable materials

However, the amount produced does not remove the requirement to collect it separately.Place food waste containers wherever staff, customers or visitors are likely to dispose of food. Suitable locations may include staff rooms, kitchens, canteens and customer dining areas.Small quantities of cooking fats, oils and grease may sometimes enter a food waste collection, depending on the collector’s instructions. Larger volumes may require a separate service. Businesses should never pour cooking oil down a drain.
Non recyclable waste
Residual waste includes materials that the relevant recycling service cannot accept. Do I Need a Different Bin for Every Recyclable Material?
You do not automatically need a different container for paper, card, plastic, metal and glass.Dry recyclable materials can sometimes be collected together. However, the collector must generally collect paper and card separately from plastic, metal and glass. A collector may combine them only when separate collection is not technically or economically practicable, or when separate collection provides no significant environmental benefit. In those circumstances, the collector must complete a written assessment.Therefore, you should follow the system agreed with your waste provider. One business may use a container for paper and card, another for mixed containers, a food waste bin and a residual waste bin. Another workplace may need a different arrangement because it produces a distinct mixture or volume of waste.The law focuses on separating the required waste streams before collection. It does not prescribe one universal set of bins for every workplace.

What If My Business Already Recycles?

Existing recycling collections may provide a useful foundation, but you should check whether they cover all the required materials.

For example, a business may already recycle cardboard while placing staff food waste and plastic packaging in its general waste. That arrangement may not satisfy the Simpler Recycling requirements.
